it seems clear that synchronistic incidents often contain a message. i recognize that sometime they are ego-testing or reflective, but what about incidents in which they are predictive/guiding. what or "who" is behind that message?

Synchronicity does often contain a message, but its source is less important than your ability to discern what kind of synchronicity it is. Why do you think it came to you at this time?
it seems like i was tempted into being frustrated that others weren't interested in these ideas even though i recognized their importance.
This is an ongoing theme with which you struggle. You see how celebrity does not bring peace and yet there is a part of you that would like to imitate spiritual-celebrities, despite a recognition that their lifestyle is not appealing to you.
this is true. although it is lessening as i understand that i don't want to travel and speak in front of people and appear on Oprah. i used to want these things to fill me up, but i'm now recognizing that i don't really want fame. however, i would like to do my part to increase awareness when i feel motivated to do so, even if it only reaches a small percentage of people.
And perhaps only a small percentage of people are interested in what you're interested in at this time...which in no way lessens its importance. If quantity was all that matters than films based on comic book heroes would be the most important information available on the planet.
speaking of information, what is the source of synchronicity?
It is the same source as all truth. You can split God up into various subsets. You can say there are spirit guides, ascended masters, etc., but in the realm of spirit there is only truth. Synchronicity comes from truth. It comes from God/Universal Consciousness/however you'd like to label it. Synchronicity doesn't give you orders because you're not here to just follow...you're here to develop your own sense of what is most useful in this moment. Synchronicity can guide you when you are open to it, but it can never make all of your decisions for you.
can it make some of my decisions for me?
It can help mirror back to you that which is on your mind, and help you tune into your greatest wisdom which is your feelings, your inner guidance. Rarely does synchronicity "come out of the blue" with no relevance to what you're thinking about. The fact that you're thinking about something when you have a synchronistic experience, such as a song lyric reflecting your thoughts, is like the universe taking a highlighting pen and saying "Pay attention to this." But you are the one who will make a choice, or not.
how is it orchestrated so that the songs that are played on radios can "speak" to so many people?
Every decision, be it made by a person, or a machine, can be influenced by higher vibrational forces such as God/Truth/The Universe. A person making a radio programming decision may think that they're making a logical choice, but the truth is that all beings can be influenced by spirit without conscious knowledge of that influence. Also, a machine that is designed to play songs randomly can be influenced by spirit. All of this influence comes from the fact that despite it being hard to believe for most people, there is a source of wisdom that is available to all, and when you're open to it, you receive guidance. Dreams need not be the only source of guidance. You don't have to rely upon the words of others. You can get direct guidance whenever you want it, but it requires faith that there are systems in place that are not governed wholly by what the majority of people refer to as logic.
